SSL seems unavailable

Sorry for what I think should be an easy thing to deal
with. I've got win2k Pro, SP2, all the security updates +
IIS 5.0. I am developing some web apps, and want to do
secure logons. Near as I can tell, adding SSL should be
this simple

# Create the virtual Directory
# Open its' properties tab in the IIS manager
# Select Directory Security tab
# Fiddle with the Secure communications settings.

Sadly, all those buttons are grayed out and unavailable.
Can't work out why.

Tried alternate route. Went

# All Tasks -> Permissions Wizard -> Select new security
setings -> blah blah > still no SSL options.

Tried running keyring.exe just in case it was still on the
system someplace.

Can someone explain why I don't have access to the
security options I need?

I haven't bought a certificate - I'm trying to generate my
own for testing purposes.

Please, oh please, can someone explain to this bear of
little brain why his computer doesn't work?
