Interactive Logon Lockout

A company I do some side work for has managed to mess around with their
security policies on their Windows 2000 Server, and has locked all users out
of interactive logon to the server. I have remote admin access, telnet, VPN
and LAN access to the server, terminal server will not work due to the logon
restrictions as well... I need to change the policies to recover local logon
rights to the server... I have tried messing around with the gpt00001.inf,
tmpgptfl.inf, gpt00000.dom files in the \WinNT\security\templates\policies\
folder but have had no luck.... can anyone please help me regain access to
this server. if you know any way to change the policy settings, I would
greatly appreacieate it.
