windows 2000 telnet server

I need some help...
I have the telnet service running on my win2k box. (interact with
desktop is enabled)
I can successfully login to the telnet server on the win2k box from my
linux desktop.
However, when I try to start a desktop application through the telnet
session eg start explorer
...nothing appears. I can see the process using Task Manager.
When i quit the telnet session, explorer appears on the remote win2k
machine
Why doesn't the application open while the telnet session is still
active??
