Never heard of IP Gapping. Ever. Not sure about "IP stealth" either.
Perhaps you're thinking of TCP stealth scanning, which is nothing new.
Stealth scanning is a method of port scanning that sends a FIN packet to the
target. If the target replies with a RST packet, then the port is closed.
If the target does not reply, the port is open. Pretty standard method of
scanning and OS determination. However, it's just a scanning method, and
not something that you "implement."
I think someone's feeding you buzzwords...
