For some reason it sounds like you have restricted groups enabled in a Group
Policy Object, and are assigning the Guest account to the groups you
mentioned.

Look in the Default Domain Policy and Default Domain Controllers Policy, and
see if Restricted Groups are enabled... if they are, make sure Guest has NOT
been put into those groups. If it has, remove it, and your systems will
stop re-adding them after you delete them locally.
