This sounds like it would be better solved in a group about Internet
Explorer, so I would recommend these three things: post the exact error
message, post the name and version of your web browser, and post it to a
newsgroup specifically about that web browser [if it is internet explorer,
there are IE newsgroups right around here].
Before you post, try searching that newsgroup and also
www.microsoft.com/support and possibly even google.com and also google.com's
Groups feature for that error message. The answer is probably already out
there.
You could always try downloading the 128-bit encryption update for Windows
2000 from http://www.microsoft.com/download , reinstall it, reboot and
retry.
