Hi Alex,

This command simply launches the Control Panel applet for users and
passwords. Members of any group other than "Administrators" or explicitly
assigned "Power Users" would not have access to change Usernames and
Passwords.

This command option runs in Windows NT 4, Windows 2000, and Windows XP
