Win2k Pro Local Groups

We've got about 2000 pc's and are starting to run Win2k
Pro on them in a NT4 environment (no Win2k servers, no
GPO's). We are beginning to get headaches trying to live
with users needing to install misc s/w requiring Admin
access to install when they're in the Power Users group.

At this point I don't in general want to add them to the
local Admin group but I'm having problems due to the extra
support requirements for Power Users and s/w installs.
Are most sites putting users in the Power User group?
