Permissions Conflict or MS-Word Issue???

Have a shared drive on a Win2000 network.
Users have been assigned READ and CHANGE sharing
permission + all security permissions except FULL
The drive contains 2 folders. (Neither directly shared)
One folder contains password-protected MS-Word form
templates and the other is a filing cabinet for completed
forms.
To the Forms folder I've assigned read-only security
permission for all users so they can complete forms but
are forced to SAVE AS (in a different folder) rather than
SAVE.
So far so good... Now to the filing cabinet.
Users need to save to it so it can't be read only. As far
as I can tell, users have to be assigned all the following
security permissions to be able to view & save:
Modify Read/Execute Read Write
But then they can also delete from the filing cabinet and
that&#8217;s what I am trying to deny them the ability to do.
I went to ADVANCED in the Security tab of the properties
of the folder and disabled &#8220;Delete Sub Folders and Files&#8221;
and &#8220;Delete&#8221; but this automatically disables &#8220;Modify&#8221; in
the standard security permissions which in turn denies
saving to the cabinet (though I&#8217;m not sure if it&#8217;s
supposed to)&#8230;
What happens if you try to save to the cabinet with these
settings is that Word freezes and you have to end task.
If you then go into the filing cabinet you DO find the
file you tried to save but when you try to open it you
receive an error message:
Microsoft Word can&#8217;t import the specified format.
This feature is not currently installed. Would you like
to install it now?
I&#8217;m not sure if this is a matter of a feature not being
installed in Word or if it&#8217;s a permissions conflict so
haven&#8217;t tried to install anything. Seems strange that it
would be a feature not installed in Word because the file
SHOULD be Word format so why can&#8217;t Word &#8220;import the
specified format&#8221;?
At the same time seems strange that you can't set up a
folder so users can save to it but can't delete or edit
files once they&#8217;ve been saved to the folder.

Would much appreciate any assistance as am living in
techie-desert and NO ONE has a clue what I&#8217;m talking about!
