As Anders mentioned, that's a mess, because IE is tightly integrated into
Windows, as we all know :)
You'll need to restrict user from using Run, CommandPrompt, virtual machine,
Windows Explorer, create shortcuts, not allowed iexplore.exe to be run,
disable a lot of other executives and services etc... and at the end you get
semi-functioning *** system.
If the Net access is the point, I would configure wrong proxy in the IE, for
instance, localhost...
