NTFS file auditing settings

I have tried to roll out NTFS file auditing settings at the root of C:\
using Windows 2000 Domain Group Policy. However, if I leave the NTFS
permissions blank when I do this, it removes all permissions from the root
of the drive, which is bad, to say the least. If I add permissions in, no
one in the domain can add additional permissions [or actually worse, they
can add permissions, and then the permissions mysteriously disappear 30
minutes later].

What I would like is a way to roll out NTFS file auditing settings without
disturbing the existing NTFS file permissions. I searched the Win2000
server resource kit and Google for a command line utility to do this, with
no luck. Or maybe I'm doing something wrong with Group Policy. Ideas?
