Another Lockdown Issue.

I have a stand alone PC that has the desktop locked down. The only thing
accessible is the custom start bar with shortcuts for a printer and the app
that the PC get autologged into. The problem is that a user can go to Start
and double-click on Programs and the explorer window pops up. They can then
traverse the entire drive. Is there any way to secure this without losng use
of the toolbar? I'm using local policies and profiles.
