I perform the following steps:
1. In the Internet Information Services MMC I select
Properties on the right-click menu of the web site that I
want to create a security certificate request file for.

2. I select the Directory Security tab.

3. I click the Server Certificate button. This takes me to
the Web Server Certificate Wizard

4. I ask to create a new certificate.

5. I ask to Prepare the request now, but send it later.

6. I choose an easy to remember certificate name; I choose
1024-bit length. I DO NOT choose Server Gated Cryptography

7. I fill in the Organizational name and Organizational
Unit using only alpha-numeric characters.

8. I enter in the Fully Qualified Domain name.

9. I choose Canada as my Country/Region. I type in my
state/province and city/locality using only alpha-numeric
characters.

10. I accept the default location and name for the
certificate request (C:\certreq.txt)

11. I view a request file summary screen with all the
information that I have entered into the certificate
wizard.

I press NEXT and...

12. "Failed to Generate the Certificate Request" in big
bold letters with "An internal error occurred" underneath.

I have the latest Service Packs for IIS and W2K installed.
