Copyright (c) 1988-2005 Microsoft Corporation Enterprise Edition on
Windows NT 5.2 (Build 3790: Service Pack 2)" it successes.

So it looks like something in the enterprise edition has fixed the issue I
am running into.

Sadly I need to put this change on a standard edition server.

I was able to reproduce the behaviour on SP2 and SP1, both servers
running Developer Edition.

There is little reason to assume that the fix is isolated to
Enterprise Edition, but if you apply SP2 to the machine with
Standard Edition, you should be able to get it running the way
you want.
