So basically someone could grants VIEW SERVER STATE to a login so the
login can see one specific aspect of the the server they could be
allowing that user to see all sorts of other information but have no
way of knowing for sure what they are allowing that user to see.

The 119 topics in Books Online may or may not tell you the full story.
But the sheer number should be enough to tell you that VIEW SERVER STATE
is nothing you hand out easily.

Assuming that you have a real problem to which you are considering VIEW
SERVER STATE as a solution, why not present it. Maybe there it can be
addressed in some other way?
