Peter,
In the General tab on Proxy Properties, you must select the subsystems for
which the proxy may be used. Once you have done that, it will no longer be
Unassigned and can be used for the appropriate subsystems.
For non-sysadmin users to be able to use the proxy, they must first be added
to the Principals list on the Principals tab of the Proxy Properties.

I am trying to make use of a proxy account.
I have a 2003 server with SQL 2005. My domain ID is on the server O/S in a
normal user group (not admin). I am an admin on the SQL Server. I have
created a proxy for a job I want to execute. The proxy is connected to my
credentials on the same server.
When I edit the steps and try to change the selection from SQL Server
Agent
Service Account there are no other options. What step am I missing so that
I
can choose from the list of proxies?
Also, this may be related:
When I create a proxy account it always stays in Unassigned proxies. I've
selected this particular proxy to be used for SSIS. Maybe that won't
change
until it's used in a job?
I've found only a hanful of pages on the net regarding proxies... thanks
in
advance for your help.
Pete
