unable to connect to sql server database

I'm able to connect to a sql server db on another server from my local
computer, so if I do:
(this is sql 2000)
Enterprise manager --> Sql Server Group -- > New Sql Registration --> select
my db server I want to connect to --> connect using windows account --> add
to sql server group --> finish. I get the following error message:
SQL Server does not exsit or access denied. ConnectionOpen(Connect())
but if I go to the server directly, log in open up sql enterprise manager
connect using windows auth I can open and view every database on the server.
so what would prevent me from opening the database server from my local
computer using enterprse manager?
