I assume the remote PC is not a member of your company's domain and the user didn't log into to the PC with the assigned Windows account. You might try having the user map a drive to a share on the SQL Server using the Windows account before connecting. Additionally, you may need to use named pipes.

I have a remote user (VPN connection) that can login to SQL 2000 using
the sa username and password, but cannot login with the username and
password assigned to him. I have also tried logging into SQL with
other usernames and passwords on this remote connection with not
success. His username and password works when logging into SQL from
any local computer on the network. I there any setting in SQL 2000
that needs to be set to allow remote logins?
The SQL log file entry is Login failed for user.
