First off, who is this 'someone'? Are you talking about some random user or
an authorized user with access to the server? If it is the latter, then you
will want to go the extra mile as was suggested in other posts.

It is a best practice to secure all directories created by the installation
of SQL Server to the SQL Server service account, the DBAs, the
Administrators (if different than DBAs), and the local SYSTEM account.

Nobody should be stopping your services and copying your databases like
that. I think looking into a more proactive approach would do you better,
which would be to research how to harden your SQL Server's security.

Is there anyway to secure a database so that if someone stops the server

copies the MDF file to a different system it will prevent them from
opening
the file and reading the information in that database file?
