No it cannot.
Slammer exploits a known issue in the product and the fix address the issue
so that the exploit no longer works. Also, the fix was available long before
SP4 and was subsequently rolled into SP3/3a.
Many SQL Server installations handle thousands of users concurrently. It
there were a mechanism that shuts SQL Server down because it detects lots of
queries coming in, thousands of customers would've come to a grinding halt.
Are you having some specific problems with your SQL Server? If so, posting
the details of your problems would be easier for folks here to provide

Can SQL server 2000 think that the slammer virus is affecting it and start
shutting it's services down, or limiting it's service? I was told that sql
2000 SP4 has the slammer fix, and if multiple queries are used the SQL
server
thinks it's the slammer virus. Is this true? Is there a way to prevent
this
if so?
