    I test the issue by installing Windows SharePoint Services with Service
    Pack 1(WSS SP1) instead of WSS.
     
    Based on my test, after installing WSS SP1 on Windows Server 2003 SP1, MBSA
    report that MS03-031 need to be installed due to the following cause:
     
    "File version is less than expected.
    [C:\Programd Files\Microsoft SQL Server\MSSQL$SHAREPOINT\binn\sqlrepss.dll,
    2000.80.760.0 < 2000.80.765.0]"
     
    When installing the MS03-031, it fails due to the following error in the
    SQLhotfix.log:
     
    ----------------------------------
    === Version check on sqlservr.exe 8.0.884 shows different major build of
    sqlservr.exe than hotfix build number 8.00.818
     
     
    === NOT RUNNING SCRIPTS
    The build number of SQLSERVR.EXE and HotFix package did not match. This
    happens
    when SQLSERVR.EXE was not replaced because the version was higher than the
    Hotfix build.
    In these cases Hotfix will not run any scripts and return error code
    ERROR_BAD_ENVIRONMENT

    That is, the hotfix cannot be installed because sqlservr.exe version
    8.0.884 is higher than the Hotfix build 8.00.818. Actually, I have verified
    that the version of sqlservr.exe and the sqlrepss.dll in the computer. The
    sqlservr.exe version is 8.0.884 and sqlrepss.dll is 2000.80.765.0.
    Obviously, MBSA doesn't detect the version correctly.
     
    I suggest you perform the following steps:
     
    1. Check the sqlservr.exe version.
     
    2. Check the sqlrepss.dll version.
     
    If the sqlservr.exe version is higher than the Hotfix build 8.00.818, and
    the sqlrepss.dll version is 2000.80.765.0, it indicates that your system is
    working correctly, the warning about MBSA can be ignored.
     
    However, I suggest you go to Windows Update site, check the system again to
    make sure that security updates are all patched.
     
    I understand that this incorrect info may lead you to a wrong way and spend
    you lots of time on figuring it out. Sorry for that. MBSA was developed

    Regarding the inaccuracy problem, I suggest you post it to Newsgroup:
    Microsoft.public.security.baseline_analyzer, include the following
    information:
     
    o Operating system and service pack version on the computer that is
    running the tool.
    o Operating system and service pack version of the computer that is
    being scanned.
    o Internet Explorer version on the computer that is running the tool.
    o Internet Explorer version on the computer that is being scanned.
    o Version of MBSA. You can locate this information by clicking About
    Microsoft Baseline Security Analyzer in MBSA.
     
    It will help us to improve the application.
