SQL Permission question

I would like to know what the permissions should be for the following
directory on my SQL Server.

<Program Files>\Common Files\System\Ole DB folder

I am having a really annoying error message and found that this directory
needs Full Control permissions for everyone. My administrator is leery of
letting everyone have full contol of this folder.

Here is the error message that I am recieving.

"Unable to load SQL Server OLEDB provider dll. The application cannot
continue"

I have reapplied the service packs, and reinstalled MDAC.

This error rears it's ugly face on simple errors, like trying to SELECT a
column that isn't there, or making a typo in a statement.
