SQL Auth password length setting

I've got a network that I inherited from a former admin
that has a SQL server that is set in Mixed Mode
authentication. All of the users that access the
databases on this server login using SQL Server Logins. I
have plans to change everyone over to Win Authentication,
but I'm not ready to do that yet (still need to test).
The problem I have is that the default password length is
set to 1-8 characters. I'd like to change it to something
like 4-10 characters, but I'm not sure where to go to
change that default setting (or even if I can).
Any help would be much appreciated.
