SQL Server 2000 and IIS

Does the SQL Server 2000 remove the need for IIS? The
idea behind SQL Server 2000 was/is to have the server
capability on a desktop. However, I am running into
problems with my installations, and I fear it is because
I do not have IIS installed. Thank you.
