MSDE & net stop

Hi
Using NT4 Workstations, we are unable to run successfully
a small batch file that stops a MSDE server, runs a
NTBACKUP catalog then restarts the server i.e.
...
net stop mssql$Orders
C:\Progra~1\Seagat~1\Backup~1\bewin32.exe
net start mssql$Orders
...
The script runs without errors, but the backup reports
that files are in use and will be skipped.
Please note: if we manually stop and restart the server
then backup is successfull.
The process works perfectly with Win2K and XP machines.
I would be grateful for any input regarding this
behaviour or any known fix that we can easily apply.
