Jobs and permissions policy

Other than giving programmers/developmentstaff sa permissions, what is the
recommended way to give these folks, who are dbo in their respective
database the ability to see and modify jobs ..(targetservesrole is just to
view and execute right?)? I only come up with giving them SA and that
really is not a good answer. Any thoughts on this would be
appreciated...thanks..
