Most replication admin tasks require sysadmins membership :-( However, backup, logins and db permissions can be managed via builtin roles like db_backupoperator (on per db basis), securityadmin (per SQL Instance) or db_securityadmin and db_accessadmin (per db). You may also add these people to the db_denydatareader and db_denydatawriter roles (per db).
