Rule #1: Alway evaluate on a test box.

Other than that, I don't believe there is an organization with standards
specifically for SQL Server. You would most likely want to check out
www.nist.gov for general encryption standards. You will probably also want to
get confirmation from the vendors you interview what standards their products
adhere to.

Here are several of the third party product usually mentioned:

Whamware.Crypt from www.whamware.com
ActiveCrypt from www.activecrypt.com
dbEncrypt from www.appsecinc.com
