Error 22042

I have SQL server (Sp3a) installed in a Windows 2000 SP4.
Everytime I try to configure a domain account for SQL
Service or SQL Server Agent. I get this error: Error
22042: xp_SetSQLSecurity() returned error -
2147024890 'Invalid driver'. The extended stored
Procedure is defined by xpstar.dll I've tried replacing it
with a copy from a server where I can correctly configure
the domain account but the error keeps coming up.

Any suggestions?
