This has got nothing to do with SQL Server so you might be better off asking
in one of the Internet Explorer newsgroups. Have a look at
http://communities2.microsoft.com/communities/newsgroups/en-us/default.aspx
and look under Windows/Windows/Internet Explorer.
For the email side of the question, you might want to look for an email
filter program... Perhaps your ISP already has/recommends one.
