problems with client access from an external IP

I'm having trouble accessing our sql server 2000 server
from outside our firewall. I can telnet to port 1433
from inside out network, and sql server will allow the
connection. I've also set our firewall to allow
connections to this port from a specific external IP.
I've attempted to connect to 1433 from this external IP,
and when I watch the firewall logs, the firewall allows
the connection to the port, but sql server doesn't
respond. Is there some security setting in SQL server
that I'm missing to allow connections from external IPs?
