minimum OS user level to operate SQL Server

I need to know what the minimum is for a user to have full control over
SQLServer2000 but nothing else in the OS.
A while back I was in a rush to get someone access and had problems. I wound
up making the user account a member of the 'server operators' windows
built-in security group. I really don't want to keep it that way.
1) What windows permissions/privelages are needed at a minimum to have full
control of SQL Server.
2) What SQLServer permissions/privelages are needed at a minimum to have
full control of SQL Server.
