SQL Performance Object Counters not seen

The user is part of the Performance Monitor and
Performance Log group, with admin privileges on the SQL
Server to monitor over Terminal Services. But the user is
unable to see SQL Server 2000 performance object counters
in System Monitor in Windows 2003. What group would give
the user the minimum permissions to log SQL Server 2000
performance objects?
