Linked server and Windows authentication

Hello All
We have 2 SQL 2000 Servers A, B under production environment
Server A is running in Mixed mode(Both SQL and Windows auth).
Server B is running under Windows Auth only
While setting up a linked server B on Server A, i get the following
error

Error 18452: Login failed for user 'sa'. Reason: Not associated with
trusted login
Someone in this news groups recommended using 'Both SQL and Windows'
authentication for Server B in order to set up the linked server
WE don't have Active Directory setup in the production enviromnent.
The local built-in administrators on both machines have the same
password.
I can logon to ServerA using Windows Auth and use Query Analyser
"Windows Authentication" to connect to the Server B (which is to be
linked)
Why can't i do the same through Lined Server ?
Please help me to understand if its possible to to create a linked
server (using Windows auth) without the Active Directory setup or
security Account Delegation.
