Problems with SQL Login Passwords

SQL Server 2000 SP3 and hotfix 815495 installed (@@version =
8.00.818). 2 instances (default and 1 other).

I create a SQL login and set the password and confirm the password. If
I immediately go back into the login and just click OK, I get prompted
to confirm the password (even though I haven't changed anything) and
when I enter the password again it tells me that the confirmation
password is not correct.

I haven't seen anything like this before. Any ideas?
