    We have confirmed this to be a problem. This is due to regression of
    MS03-031 security patch.
    A supported fix is now available from Microsoft, but it is only intended
    to correct this problem. Apply it only to computers that are experiencing
    this specific problem. This fix may receive additional testing. Therefore,
    if you are not severely affected by this problem, Microsoft recommends that
    you wait for the next Microsoft SQL Server 2000 service pack that contains
    this fix.

    To obtain the fix, call Microsoft Product Support Services so that the
    support engineer can double-check the issue and give you the hotfix and the
    instructions to apply it. You will NOT be charged to receive the hotfix.

    To work around this problem, administer SQL Server from a workstation
    that:

    - Has the SQL Client Tools installed.
            -and-
    - Does not have the MS03-031 security patch installed.
