Cannot set permissions to public role.

After using the CDW to copy a database from a SQL Server 7
machine to a SQL Server 2000 machine, I cannot set
permissions to the "public" role on many of the objects in
the new database. When I click on the permission fields
(SELECT, INSERT, UPDATE, EXEC, DRI) the status icon
changes, then I click Apply or OK and close the window.
When I open the permissions window again, the changes are
not there. Does anyone know how to fix this problem?
