error 8198 from DTS packages

    Okay, I have read all I can find on technet and several
    news groups about error 8198 coming out of DTS package
    on Windows 2000 server with sql 2000 on it.

    When the job tries to access a file on a Windows 4.0
    server, I get the 8198 error.
    If I setup the job to run under an NT account, It will
    not start. If I change it to run under sa account, It
    starts but fails when try to get the file with Failure
    create file error.

    Some messages state that this started after service pack 3
    was installed.

    We run Windows 2000 and Windows NT servers. We are not
    using Active Directory.

    So what is the real soluction?

    I am up against dealines and sweating it
