can no longer add new logins

I have Security Administrator privileges on our SQL 7.0
Server, and all of a sudden I can't add new logins. First
I get the message "9001 Fatal Error". When I try it again,
I get the basic "You must be logged in as 'sa' or a member
of sysadmin or a member of securityadmin to perform this
operation.
When our System Administrator tries to add a new login,
she first gets "9001 The log for database <name of db> is
not available. When she tries again, she gets the "You
must be logged in as 'sa', etc.
Any thoughts on why we can't add new logins even though we
have adequate privileges?
