Problems configuring SQL Server Agent Proxy

I am attempting to set up the Agent Proxy to allow users to run jobs
that invoke xp_cmdshell statements.
I had the proxy up an working before SP3. After SP3, it stopped
working. I have gone through BOL and retraced the steps for setting
up a proxy, without success.
In brief, via EM I am:
1) Opening up the Job Systems tab of the SQL Server Agent properties
2) Deselecting "Only users with SysAdmin privlidges..."
3) Resetting the proxy (I'm setting to to be the same as the server
agent account, which has SA privlidges and is a local admin on the
server)
I have tried giving the agent account explicit execute perms on
xp_cmdshell (even though it's already sa). I have tried giving the
end user explicit exec perms.
Nothing seems to work.
Please, does anyone have any suggestions? I can't afford to fork out
the $250 for a support call to MS.
