Win2003 won't let me install/upgrade SQL 2000

setup.bat fails silently (nice, Microsoft). A little
research though, shows that the crafty W3 designers have
decided to disable setupsql.exe through some *very*
obfuscated mechanism (no, not local security policy) so
that the end result is, you cannot install or re-install
MSSQL Server 2000 on Windows 2003!!??

I noticed the spiel on the SQL 2000 Server site mentioned
that you cannot run SQL 2000 "pre-SP3" on Win2003 but why
disable the executable file? To protect us from ourselves
as usual, I guess.
