Desktop Engine User Login

Could someone inform me on how to create a user id for the
Desktop Engine so that I may access it through a local Web
application?

I am new to SQL Server and understand the Desktop Engine
does not have a GUI Admin app. I've also researched and
discovered the osql dos prompt utility, but it's not
exactly user friendly.

Could anyone help this budding Web application developer
in accessing SQL Server Desktop Engine.
