Win NT4.0 + SQL2000 => DTS error

Hi everyone.
I have some trouble to make some DTS package on a SQL
server. It can be a 2000 or a 7.0 I've got the same
trouble. When I try to make or design a DTS package, it
appear this error :
error source: Microsoft Data Transformation services (DTS)
package
error description : Accès refusé
in english "Accès refusé" mean "access refuse"
I don't know why it's make this error on a win NT station
but not on a win 2000 station... I've try with a lot of
win NT station and it's make all the same error. But if i
try with other computer with the os of win 2000, there is
no error. why?
In addition, I try directly on the server that have the
sql server 7.0 with the enterprise manager (7.0)(win NT
workstation) and it's make the same error.
Can someone can help me?
