The behavior that you mentioned is seen on servers affected by the Slammer
virus. Does your SQL Server 2000 have SP2+ security update for SP2 ? If not
then your server is vulnerable to the Slammer worm.
SP3 is a big service pack install and one should first test it on a test
server and only if everything is working as expected then apply it on
production server. As always, as a safety factor take full database backups
of all databases before you upgrade to SP3.
If your main concern is to protect your server from the Slammer worm you
can either have SP2+security update for SP2 OR have SP3.
