Upgrading Hardware, how best to move?

I am upgrading my SQL box to a new machine and have been experimenting with
backup and restore to move my databases. This method does not seem to bring
over all the users and security settings. Is there a way to script or
otherwise move all the settings and preserve them? Do I have to backup and
restore the master database?
