SQL 2000 SP3 addrolemember problem

My security admin team is getting the following error when
trying to add a user to a role;

Server: Msg 229, Level 14, State 5, Procedure
sp_addrolemember, Line 95
UPDATE permission denied on object 'sysusers',
database 'Database9', owner 'dbo'.

The UserID is a member of db_accessadmin, db_securityadmin
on the database as well as SecurityAdministrator Fixed
Server Role. This problem is occuring only on a few
databases out of several hundred my group supports, Also
the problem seems to follow the database. If I relaod the
database to another server and recreate the security ids
the problem still exists. Interestingly enough this
started after the SQL2000 SP3 rollout. NO other changes
have been made to the servers or databases. Any
thoughts????
