You should not need SP2, as SP3 is cumulative.
It's possible, depending on your error message, that you stumbled on
this one:
http://support.microsoft.com/default.aspx?scid=kb;en-us;311762
this one indicates how to find out which file was used to perform the
initial install, and which msi file to use for the upgrade. This is
one area that I wish was made easier...
