Security for Jobs

Situation: Multiple developers require the ability to
restart jobs when failure has occurred. Currently they
are part of the 'Systems Administrators' Server Role to be
able to see and re-start failed jobs through Enterprise
Manager.

Question: Is there a way to allow them to see jobs
through Enterprise Manager with them removed from 'System
Adminstrators' Server role. I would think that you could
allow them have certain permissions on the tables,
extended stored procedures and regular stored procedures.
Does anyone know of the correct permission to allow them
to do this.

I don't expect this to be a easy one.
