Hi Jeff,
Couple of things to check:
- Make sure you are using the latest Windows Installer. We have seen this
Windows Installer Package error when there is a problem with advapi32.dll.
- Make sure all other applications or Services that could potentially lock
the required files are shutdown.
- It looks like this is a custom installed msi file? Was there a custom
package for this MSDE distribution? Was MSDE 2000 installed from an ISV's
distribution CD?
- What was the command being used? Did you run the installation with
verbose logging during the first time when it failed? Were there any other
errors in the log?

| We have an NT workstation Application running MSDE Service Pack 2. When
| we go to upgrade the instance to Service Pack 3 the Windows Installer
| fails the first time with the following message:

| "There is a problem with this Windows Installer package. A DLL required
| for the install could not be run".

| We then run the Service Pack again and everything runs fine. We are
| trying to come up with a upgrade mechanism for our customers and I would
| prefer that they don't have to run the install 2 times. Do you have any
| clue on what is missing that running the Service Pack is taking care of
| the first time?

| A couple other minor issues with the Service Pack:

| To secure the box we have changed the TCP port from the default. The
| Service Pack is changing the port number and not putting it back to the
| port number we have chosen. Why?

| Why is the Service Pack set SQL Agent to Manual?

| Why does the Service Pack add a link to the Start Menu?

| Any help or suggestions would be greatly appreciated.
