What is that registry key set to on your box? Have you tried installing MDAC 2.7 before the SP3 upgrade? If not, you might try that as well. Look for sqlredis.exe in the x86\other directory where you unpacked SP3.

If that doesn't work, what is the exact error message that you're receiving?
